MPDA Launches Laboratory Information Management System (LIMS)

The Municipality and Planning Department – Ajman (MPDA) announced the launch of the Laboratory Information Management System (LIMS) as part of its ongoing initiatives to enhance digital transformation and develop smart government services. This will contribute to increasing the efficiency of testing and inspection processes, improving customer experience, and aligning with the Ajman Vision 2030 goals of achieving government leadership through flexibility, innovation, efficiency, and a focus on results. It also aligns with the MPDA’s strategic objective of improving the infrastructure supporting health practices and enhancing food and environmental management.

The launch of the new system is part of the MPDA’s efforts to automate the testing of food, environmental, and building material samples. The LIMS is a globally recognized and implemented technological solution known for its high efficiency in managing laboratory operations and accurately and reliably documenting results.

System Objectives
In this connection, Dr. Eng. Khalid Moeen Al-Hosani, Executive Director of the MPDA’s Public Health and Environment Sector, asserted that the system automates various stages of laboratory work, from registering received samples, through testing and analysis procedures, to issuing electronic test reports. This is all within an integrated digital system that relies on automated procedures predefined according to the type of sample and the specific technical test being conducted. This contributes to expediting transactions and reducing reliance on paper and manual procedures.
The qualified personnel working on the project have linked the new system to all available testing and examination equipment within the central laboratory management infrastructure. This enables the direct and accurate transfer of data and test results to the electronic system, enhancing work efficiency and raising the level of accuracy and transparency in managing laboratory operations, he added.

Streamlining Procedures and Enhancing Customer Satisfaction
Al Hosani stated that the MPDA is continuously working to leverage the best technological solutions and launch advanced systems to facilitate the customer journey and ensure their satisfaction. He explained that the LIMS is distinguished by its faster and more efficient testing services. Customers can submit their requests, track testing procedures, and obtain reports electronically, eliminating the need for complex procedures or paperwork, a matter which saves time and effort and enhances customer satisfaction.

Integrated Systems
For his part, Engineer Abdullah Abdulrazzaq Al Tamimi, Director of the Central Laboratories Department, explained that the LIMS system is also distinguished by its integration with the MPDA’s existing digital systems, including the Amarfi system in the Infrastructure Development sector and the Public Health and Environment (PHE) system. This integration ensures seamless data exchange and procedural integration.

The system is linked to the Ajman Pay government payment platform, enabling customers to complete payment procedures electronically easily and quickly. This contributes to simplifying the customer journey and providing a comprehensive service experience based on advanced digital solutions, he added.

Inspector Package
As part of its efforts to enhance its customer service offerings, the MPDA announced the launch of the Inspector Package, which encompasses all services provided by the Central Laboratories Department. This package offers a comprehensive platform for managing testing requests and tracking related procedures digitally and efficiently.

2,181 Samples Tested in the Food Laboratory, 316 Environmental Tests, and 27,037 Samples in the Building Materials Laboratory
The MPDA announced that the Food Laboratory tested over 2,181 samples during the past months of 2026, reflecting ongoing efforts to strengthen the food control system and ensure the safety of products sold in the market. The Environmental Laboratory also conducted 316 tests during the same period, demonstrating its commitment to supporting environmental protection and sustainability goals by monitoring the quality of environmental elements and ensuring their compliance with approved standards.

The number of samples received by the Building Materials Laboratory reached 27,037, including asphalt, brick, and soil samples, in addition to chemistry, concrete, and other tests. A total of 23,471 technical reports were issued, reflecting the volume of work and the vital role laboratories play in supporting infrastructure projects and ensuring the quality of materials used.

Strengthening Cooperation with Private Laboratories
In line with its future vision and commitment to keeping pace with the rapid urban development witnessed by the Emirate, the MPDA seeks to strengthen cooperation and joint work with private sector laboratories. This will contribute to expanding the scope of services, enhancing technical performance, and meeting the growing needs of infrastructure and urban development projects. This approach coincides with the MPDA’s acquisition of intellectual property rights for green concrete, representing a significant step towards supporting sustainable building concepts and environmentally friendly buildings. This stems from its belief in the importance of strategic partnerships for exchanging expertise and fostering innovation, thereby achieving the highest standards of quality and sustainability and contributing to enhancing the quality of life and raising the level of services provided in the Emirate.

LIMS Introductory Workshop
It is worth mentioning that the MPDA organized an introductory workshop for clients and department heads to familiarize them with the system and its objectives, as part of ongoing efforts to enhance institutional performance and improve the quality of services provided to clients.
