The Municipality & Planning Department – Ajman hosted a number of construction contracting companies and engineering consultancy firms that are classified on the Emirate’s level, to discuss the developments of updating Local Order No. (1) of 2024, on the regulation of practicing the engineering consultancy profession, and Local Order No. (3) of 2019, on the regulation of practicing the construction contracting profession in the Emirate of Ajman, within the Department’s framework for the enhancement of sustainable development in the building and construction sector.
Eng. Ahmed bin Sultan Al-Nuaimi, the Deputy Director of the Buildings Department, welcomed the attendants and emphasized: “The Department is continuing work on the development and regulation of the building and construction sector in the Emirate of Ajman in consistency with legislative developments and local market requirements. Updating the classification criteria of technical staffs and associating the same with the areas of projects take place in the course of the Building Department’s care for enhancing the quality of work and ensuring the implementation of projects in the highest competency and safety standards.”
Eng. Al-Nuaimi added: “Sustainable dialogue with contracting companies and engineering consultancy firms reflects the Department’s commitment to listen to the various relevant parties for providing flexible solutions that meet realistic needs and support the journey of sustainable development and ongoing improvement. The Department is always developing work mechanisms in line with the best global practices.”
Maximum Project Areas
The meeting witnessed a presentation of the maximum permitted areas of projects, and the association thereof with the technical staff and available labor, along with a detailed presentation of the criteria for the compliance of the number of technical staffs of engineers and labor with project areas of contracting companies and engineering consultancy firms. The meeting also discussed the challenges facing companies in the implementation of projects, suggestions, and desired outcomes.
Ensuring Balance between the Size of Projects and the Number of Personnel
The meeting ended with a number of significant findings and recommendations, which included agreement on reviewing the criteria for the maximum permitted limit for projects, and doing the necessary modifications to ensure balance between the size of projects and the number of technical staffs and labor, as the attendants confirmed the importance of engaging contracting companies and engineering consultancy firms in drafting the final recommendations, along with receiving new suggestions that correlate with the practical reality of projects.
It is notable that the meeting ended with the delivery of a joint suggestion on the mechanism for the calculation of the percentage of completion of projects in order to determine the stages of completion in consistency with the actual reality of work, provided that all recommendations would be forwarded to the Buildings Department for the approval of updated mechanisms that are more flexible and appropriate for the sector’s needs. It was agreed on supporting the meeting’s outcomes with a joint action plan to ensure the properness of procedures and the attainment of the desired objectives.
