Municipality Department and General Directorate of Civil Defense Sign MoU for the Approval of Fire Detector Installation Regulations as Mandatory Condition for Granting Certificate of Completion

The Municipality & Planning Department – Ajman signed a memorandum of understanding (MoU) with the General Directorate of Civil Defense – Ajman for the regulation of the procedures for granting a certificate of completion according to the regulations for the installation of fire detectors at homes, in accordance with Resolution No. 61 of 2020 of the Cabinet, for regulating the installation of fire detectors at residential homes, whereas both parties agreed to approve the installation of such devices as a main condition for the issuance of a certificate of completion for residential buildings starting from 3 January 2021 for the residential homes that are constructed. As for already existing residential homes, a grace period of three years is given for the rectification of the situation of such homes.

 

The MoU was signed on behalf of the Municipality & Planning Department – Ajman by H.E. Abdul Rahman Mohammed Al Nuaimi, the Department’s Director-General, whereas it was signed on behalf of the General Directorate of Civil Defense by H.E. Brigadier Mohammed Ali Al Suwaidi, with the presence of a number of officials of both parties.

 

H.E. Abdul Rahman Mohammed Al Nuaimi confirmed that all organizations and departments are intensifying their efforts and supplementing each other and are ongoingly striving for the protection of the safety of individuals by the activation of the rules of constructive operation and mutual coordination for the protection of lives and properties, stating that the Department is aiming through the MoU to regulate the installation of fire detectors at residential homes and to prepare the same to be connected with the rooms of operations of the Civil Defense.

 

From his side, H.E. Brigadier Mohammed Ali Al Suwaidi stated that the Directorate appreciates the Department’s efforts and significant role for the completion of pivotal projects and ensuring the success of joint initiatives, and it also aims to enhance the bonds of joint cooperation and strengthen the bridges of constructive operation in service of the interest of everybody and in service of every individual of the society and for the provision of the best services to the public according to the highest safety standards.

 

The MoU aims to activate e-linking between the systems of both parties for the exchange of the data and information related to residential homes for the simplification of procedures and the implementation of preventive awareness programs, which include field visits of completed works at residential homes and cooperation in any fields that serve both parties.

 

According to the MoU, the Directorate of Civil Defense will provide the Department with the necessary legislations of the specific procedures for the owners of residential and private homes for subscribing in the system, and the approval of the designs and specifications of the e-system during the residential home design stage, and the approval of the pioneering companies for the installation of fire detection systems in residential homes, in addition to providing the Department with the technical regulations and stipulations for the installation of fire detectors and subscribing in the system for residential homes.

 

Furthermore, the MoU stipulated the Department’s agreement on compliance to the technical regulations and stipulations for the installation of smart systems at residential homes and to only grant a building license of residential homes after the Directorate’s approval and to only approve any modification or addition in a residential home after the installation of the system.
