Definition of the Suggestion:
The Suggestion is any innovative idea aiming at renewal, diversification, simplification and improvement. Thus, Suggestions are considered as one of the most important tools for improvement and development.
Aim of The System:
This scheme aims at encouraging both internal and external Clients to participate in the processes of development and constant improvement of performance and services and to create a suitable environment for creativity and innovation, so as to ensure instutional excellence in accordance with the international standards.
Proposals Qualified for Participation:
The proposal shall satisfy a strategic objective of the Department.
Implementation of the proposal shall lie within the scope of jurisdiction and powers of the Department.
The proposal shall involve an innovative and creative notion deemed in favor of work interest and development.
The proposal shall involve lucid, clear and obvious explanation that would not be liable for different interpretations, coupled with the benefits to be attained in case of application.
The application mechanism or the feasibility study of the proposal shall be attached.
Proposals Disqualified for Participation
The proposal is a mere presentation of the problem, without extending a resolution.
The proposal implicates and serves personal interests.
The proposal has been previously submitted, executed or declined.
The proposal involves any complaint, grievance, or claim whatsoever.
The proposal shall be conducted by the suggested entity having the sufficient powers and authorities to apply such (i.e., the Department staff).
Mechanism of Incentive and Bonus Approval :
All Certificates of Thanks According to Incentive and Bonus Mechanism:
1. A certificate of sincere thanks and appreciation is to be awarded to those who put forward an unprecedented exceptional proposal featured by tangible moral or corporeal proceeds with relevance to provision of Department services, or application of an innovative administrative experience that would trigger obvious facilitation of procedures, further augment the financial inputs, and cut down costs with a minimum amount estimated at AED 50,000 or more.
2. A certificate of thanks and appreciation is to be awarded to those who put forward a proposal contributing to improvement of revenues or rationalization of costs with an amount exceeding AED 10,000 up to AED 50,000.
3. A certificate of thanks is to be awarded to those who have put forward a proposal put into action and largely contributed to facilitate and develop work methods at the Department level.
4. Points awarded to each category as referred to in Article 1.7.9, stated in Incentive and Bonus Mechanism, are indicated as follows.

5. Points acquired by each suggesting entity are to be cleared every three years effective as of the date of submission of first proposal.
Rewards of All Certificates (According to Incentive and Bonus Mechanism):
Pursuant to Article 3.7.9 stated in Incentive and Bonus Mechanism, those who manage to acquire a designated number of points are to be awarded as indicated hereunder.

Additional Rewards Granted for Revenues Improvement and Costs Rationalization:
The person who puts forward a proposal that would contribute to the improvement of revenues and rationalization of costs with an amount exceeding Ten Thousand Dirhams (AED 10,000) up to Fifty Thousand Dirhams (AED 50,000) is to be awarded a percentage tantamount to five percent (5%)—a percentage not exceeding an equivalent sum of Two Thousand Dirhams (AED 2000).
The person who puts forward a proposal that would contribute to the improvement of revenues and rationalization of costs with a minimum amount estimated at Fifty Thousand Dirhams (AED 50,000) and more is to be awarded a percentage standing at five percent (5%) – a percentage that is equivalent to a sum of Fifty Thousand Dirhams (AED 50,000) as maximum.
